On 27 December 2024, the Thai government published in the Government Gazette about a new minimum daily wage rate, effective from 1 January 2025. This reflect the government’s efforts to address cost-of-living disparities and promote economic equity. The adjustment of the minimum wage rate this time will benefit more than 3.7 million workers in 2025.
With the changes, the minimum daily wage in 2025 ranges from THB 337 (approx. USD 9.73) to THB 400 (approx. USD 11.55), up from the previous THB 330 to THB 370, depending on the province. This is the major adjustment since October 2022 and aims to support workers amid rising living costs at the same time maintaining competitiveness for businesses. Additionally, businesses may benefit from improved employee satisfaction and productivity as workers experience better financial stability. For Thailand’s export-oriented sectors, maintaining competitiveness will require a focus on efficiency, automation, and value-added production to offset the rising costs while ensuring sustainable growth.
In most provinces, the new rate shows an increase of THB 7/day, except for the following provinces and districts, which have increases of THB 9–55/day:

Ko Samui District in Surat Thani
Mueang Chiang Mai District in Chiang Mai

For the consideration of the minimum wage rate, the Wage Committee has decentralized the authority to determine the minimum wage to the regions. Provincial sub-committees have been established in all 77 provinces to ensure that the minimum wage reflects the suitability of the local economic conditions.
The consideration of the minimum wage follows the criteria outlined in the Labor Protection Act B.E. 2541 (1998), as amended by the Labor Protection Act (No. 6) B.E. 2560 (2017), Section 87. The factors for consideration are divided into three groups:
The necessity of workers' living expenses.
The ability of employers to pay.
The overall economic and social conditions.
The new rate may also challenge business operating across the country. Companies in high-cost areas such as Phuket, Chonburi, and Koh Samui, where wages are set at THB 400/day, may face increased operational expenses, particularly in labor-intensive industries like tourism and manufacturing. For SMEs, which form a significant part of Thailand’s economy, the higher wages could strain financial resources, especially in competitive markets where price sensitivity is critical. On the other hand, the changes have the potential to grow consumer spending, as workers will have greater disposable income, driving domestic demand for goods and services.
Additional support measures for workers and businesses to complement the wage hike, the government has introduced tax breaks and financial handouts to ease business transition and further support low-income earners. These measures mitigate potential negative impacts on employment rates and business operations.
